If you're both on child accounts that would be why. There are restrictions on child accounts that would prevent you from sending invites. 

For the other folks who are running into this same issue, have you tried logging into another account on your console to test and see if you're able to send invites to the same people on a different account? I'm curious if this is only happening with that specific account, or if any account on the console has the same issue.

Have you double-checked to make sure you have cross-play enabled in your account privacy settings?
