Summarize your bug In Hounds Tooth's kit, it states that "While Hound's Tooth is active, Breached enemies have -25% evasion". Meanwhile, a maxed out Imperial Tie Fighter has roughly 25% dodge chance. However, while breached, Imperial Tie Fighter is still dodging roughly 25% of the time. Note that Imperial Tie Fighter also does not have foresight at the time of the attack.
Steps: How can we find the bug ourselves? Test a bunch of battles against Tie Fighter where he's breached and hound's tooth is active and observe the frequency at which Tie Fighter dodges

To clarify, Tie Fighter also does not have foresight at the time he is being attacked.

Hey, thanks for the report. We tested Hound's Tooth against the Imperial TIE Fighter (while Breached) and confirmed that the -25% Evasion is applied correctly.
It's probably a matter of perception.

Also take into account that the Imperial TIE Fighter has the highest evasion from all the ships. If it gets -25% Evasion it will still be able to evade like any other ship in game as it brings it's evasion to the same level as other ships.

Thanks, are you saying that there is a base evasion stat (non-zero) that all ships get that can't be adjusted?

I think you can go ton0 evasion, but TIE Fighter's evade rade is 27.25%. So after subtracting 25%, TIE still has a dodge chance just over the base.
