Hockey Bag Items Bug

How often does the bug occur? Rarely (0% - 9%)
Steps: How can we find the bug ourselves? I'm not sure exactly I just happened to stumble across an item that I knew for sure was unlocked because I took a screenshot of said item.
What happens when the bug occurs? I tried to use the item (after using it once before) and it was locked again.
What do you expect to see? I would really like to be able to use the items that I have already unlocked .

As I've explained to the other operators. I open the hockey bag a couple weeks ago and got the Erie Otters mask which I have been waiting for that is the only reason I have a picture of it. I stopped using the mask for a couple weeks now and I when I try to use it again it was locked. I have no idea if this is the only item affected I I wouldn't even know not this item was affected unless I had used it.
