Harvester gets stuck in GDI Weapons Factory

Summarize your bug The GDI Harvester occassionally gets stuck inside the GDI weapons factory, this forces the AI to use it's money on troop creation and eventually runs out of funds as no further resources come in.
How often does the bug occur? Occasionally (10% - 49%)
Steps: How can we find the bug ourselves? I have noticed this on several campain missions, screenshots are of NOD 12 - Secure Ion Cannon Security Codes. It usuaully happens when i employ the strategy of constantly destroying the Harvesters to force the AI to spend money on building new ones. In this scenario, i used 3 steath tanks to repeatedly destory each new harvester that came out of the base.

What do you expect to see? GDI Harvester shoulnd't be stuck inside weapons factory until the match finishes
