Handiness Skill

At level 8 of the handiness skill the tooltip says that you can make instruments.

However the option is not there.

I can make instruments on my lvl 10 handiness character though however I don't remember if she was able to at 9 or not.

You also have to level up your guitar/violin skill for that to work.
