Hey, this is currently a UI limitation with the amount of squads holograms that are displayed per territory. You were able to place 3 squads in each of the front territories as well you just didn't fill in all the spots. If you'd have grabbed screenshots of your territories as well, you'd have seen in the top right corner 2/3 which indicates that you could have filled 3 squads in the front territories as well.
