Happened to me twice today. First occurrance was the first contract I applied since opening my PS4, before that I completed a few trade-in sets and auctioned 1 item. Second time (video) occurred after playing 5 games. After each game I had to apply 1-3 contracts.
STR to make this more prone to happen:
Immediately after pressing "Confirm apply" start repeatedly pressing Circle as quick as possible. Sometimes the screen will empty as in the video and it will get stuck. Sometimes the contracts will stay visible after applying and everything works normally.
To me it seems you do not understand people do not wait for every menu animation to complete before starting to press the next action. Especially with these kind of repetitive tasks players will know exactly what needs to be pressed and they will do so before the menu loads. Your menu is too slow for the player.
Similar thing happens if you press Option immediately after selecting Ready in match making. Sometimes the timer does not show up.
