Summarize your bug The cooldown of BB8's "Illuminated Destiny" is resetting to 70 after every phase/battle of the Galactic War, yet other character's ability cooldowns are staying as they were at the end of the prior phase/battle. For instance Rey's 'Leverage' used in the last round starts the next round on a 3 cooldown, however BB8's Illuminated Destiny was ready for use or on say 15 cooldown but starts the next battle on 70 again. NOTE: Main reason for reporting this is that the same issue may also occur on other characters, and/or in other modes/areas of the game where there are multiple battle phases.
Steps: How can we find the bug ourselves? Start a Galactic War battle with BB8 in the squad, check the cooldown of Illuminated Destiny as you near the end of that battle, then start the next GW battle again with BB8 in the squad and then on his first turn you'll see that Illuminated Destiny is back to showing as on full cooldown of 70 again.

BB8's "Illuminated Destiny" ability says "[...]This ability starts on cooldown[...]" (another example would be Nihilus and his "Annihilate" ability").
Now, you have to understand the difference between "battles" and "encounters".
GW is a series of 12 battles of 1 encounter each whereas other areas of the game have 1 battle that is split into several encounters (Pit raid is 1 battle of 4 encounters, LS TB normal missions are 1 battle of 6 encounters, some events even have 8 encounters, etc.).
Abilities that start on cooldown will be reset in between battles but NOT in between encounters.
