Steps: How can we find the bug ourselves? Have two alien sims and make them discover they are an alien. They will have the "Known Alien" characteristic once checking their profile via friendships. Then make them woohoo.
What happens when the bug occurs? It will give a prompt after the woohoo that they discovered they are an alien from woohoo even though they were already discovered before. Once you check their profile via friendship, they will have the "Known Alien" characteristic twice.
What do you expect to see? - Only a prompt discovering the alien once woohooing if they are not already discovered - Only one "Known Alien" characteristic
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

Yes, I think I encountered this before too.

I remember modding the loot action for "discover alien by woohoo" so that it took into account if you already had the "known alien" relationship bit, so that it wouldn't trigger the discovery by woohoo.

Hopefully that helps point EA towards a fix.
