Freezing and packet loss since Season 2 update

Where did the issue occur? In the lobby (waiting area before the match)
Which part of the map or menu were you in? If you don't remember the exact name, please describe the area or what you were trying to do in the menu. Any part of the map.
What were you doing when the issue occurred? E.g. respawning a squad mate at a beacon, using an ability, a squad mate left the game. Doing anything or nothing.

How many matches had you played in a row before the issue occurred? Anywhere from 0 to 10
When did this happen? (dd.mm.yy hh:mm) 03.07.2019 is the first time I think that this happened. This only started after the Season 2 update.
How often does the bug occur? Often (50% - 99%)
How severe is your issue? Major impacts to gameplay
What happens when the bug occurs? The games freezes or stutters whenever I'm in the lobby, menus, or during actual gameplay. If I make it into a game, I get consistent packet loss throughout, and other applications on my PC have connectivity issues (Discord, internet browsers, etc).
What should be happening instead? I should be able to play the game without freezes or stutters.
Steps: How can we find the bug ourselves? I get the bug anywhere in the game after the splash screen.

I've noticed that when in fullscreen I get freezes that have to be Win+Tabbed out of in order to force close the program. If I run the game in borderless windowed, then the freezes turn into stutters and severe rubber banding. The game is almost unplayable either way. Adjusting settings doesn't work. I tried contacting EA Support and they just told me to clear Origin cache. I reinstalled Apex and my GPU drivers as well. No help.

These issues only started after the Season 2 update. It ran perfectly fine before.

Below is a link to a video I made of the issue. The recording software didn't catch the screen freezing, but right after I exited from the "Video" setting and right before I Win+Tabbed out is when the game didn't respond to my inputs.

@Eoypsille same problem here, and its so annoying. i lose a lot of gameplay and RP
