What happens when the bug occurs? Can't select all enemies on the target wheel like the on screen prompt tells you to do, so prior doesn't go away and you can't keep playing

Using xbox series x, the tutorial during the second mission on how to use the targeting wheel pops up and I can't make the selection I'm being instructed to make (all enemies) so the game won't proceed. Every option can be selected except the one your being told to select. Restarted game and still encountering game breaking bugp
