Summarize your bug I have completed all fleet battles on level 3 with 3 stars and for some reason level 4 and level 3 hard has not unlocked? I am player level 85.
Steps: How can we find the bug ourselves?

Have competed all levels 3A-G in fleet battles and for some reason level 4 has not unlocked and neither has hard mode for level 3? Even though I am player level 85??

Is this still an issue for you? Generally speaking, restarting the game can help. 

If this is still an issue for you, can you please send a screenshot of the Fleet Battles screen?
