[Fixed] Sparkling Path isn't sparkling at daytime [ Edited ]

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Get sparkling path from STS event. Place the path on the ground, it's only sparkly at night, it is not sparkly during the day. Go to your friend's house see sparkling path sparkles during the day.
What do you expect to see? Sparkling path should work during day and night mode. Went to a party today she says that she has the same problem. This only applies to your own lot. When you go see your friends Lots it will appear sparkling during daytime mode.

We should be able to see sparkling path the way everyone else sees it when they visit our Lots. Please fix so that it is sparkling in daytime mode when we are at our own Lots. Thank you.

I believe the bug was that the path was sparkling at daytime at friends' houses. 

Now it sparkles only at night. This bug is fixed.
