Fears not going away after being cured

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.91.186.1030
What expansions, game packs, and stuff packs do you have installed? all expansion packs except High School Years. All game packs. All stuff packs.
Steps: How can we find the bug ourselves? Completing a fix for a fear any fear.
What happens when the bug occurs? The fear remains even though the action to fix the fear was done and there is a mood let reflecting the action should have worked. EX: fear of the dark still being in place even after going outside with a confident buff and getting the moodlet that the sim is over the fear.
What do you expect to see? The fear should be gone after I do the task to fix it. My sim should not be afraid of the dark after I do the fix or give them the potion, Sims should not have a fear of a dead end job even though they just got a promotion and Ive regained my passion.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

Fears not going away after doing fix for specific fear. All of the fears have this problem in my game and it is making it unplayable. I used whims often and they were a big part of my gameplay. Now with wants and fears my game is almost unplayable and no where near as fun.
