Summarize your bug Ashoka Tano is supposed to dispel all buffs on enemies hit by her basic ability, However, if the target has more than 100 buffs, She can only remove 100 of them.
Steps: How can we find the bug ourselves? Have a target with more than 100 buffs (Say, with Lord Vader and a Projecting Power Datacron with the LV3 bonus "Whenever Dark side Allis inflict Damage Over Time on an enemy, they gain a stack of Protection Up (5%, Stacking) until the end of the encounter.") then have Ashoka Tano use her basic on them.
