[FR] suggestion menu prevents unit rating from going up [ Edited ]

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.103.315.1020
What expansions, game packs, and stuff packs do you have installed? All except journey to batuu
Steps: How can we find the bug ourselves? Build a residential property with all the basic amentias and look at the suggestion menu.
What happens when the bug occurs? I've built a residential property with all the basic amentias, sinks, stoves, toilet, shower etc and the suggestion menu for the units show I still need to add them and keeps the unit rating at a 3.
What do you expect to see? I expect the suggestions menu on a residential rental to show that items had been added and so that my unit rating will reflect the proper rating of the unit.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I've provided a picture to show how the suggestion menu appears on my sims residential rental after all the basic items where added. I even tried removing the items and re-adding them and it stays the same. The only time it shows that the lot has all items is when I merge all the rooms into unit 1. My sims has the new property manager aspiration and it can't be completed if i can't get my unit rating to a 5 and it's stuck at a 3 because of this.

@cmbaker16 Could you try switching to residential and then back to rental if that helps ?
