Steps: How can we find the bug ourselves? Have a Sim who loves Handiness perform Inspection and Maintenance
What happens when the bug occurs? They get an "I Love Handiness!" moodlet, but no effect on the handiness skill
What do you expect to see? Not sure
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Playing as a Landlord in my vanilla test game. 

Inspection and Maintenance gives "I Love Handiness!" moodlet. I don't know if this is a bug or maybe it's intentional, but it "bugs" me. It does seem that all that Inspecting and Maintaining should give a bit of Handiness skill gain. I've not noticed that it does. So, either don't give the moodlet or give a bit of skill gain.
