Who needs a save file? Really, really easy repro:
- Create a new family (this can be by starting a new game; a save file is irrelevant for these repro steps.)
- Make one or two adult Sims.
- Play with genetics, make a child.
- Select a female teenager.
- Re-roll ("Randomize Daughter") over and over again.
More than half the time, they spawn with chest hair. They'll spawn with chest hair in other circumstances too, but this is an INCREDIBLY easy repro.
No High School pack here, so no option to turn anything off. And yes, it happens without mods.
Notably, the "Randomize" button does NOT appear to randomly add body hair to female Sims (male yes, female no), but the "Play with genetics" options gets it really easily. (Randomize Sister and Randomize Mother get body hair too.)
HYPOTHESIS: The reason EA isn't seeing a repro is because of the unclear methods of getting this bug to happen. As demonstrated above, some methods of spawning Sims do not produce females with body hair (ex. the Randomize button) but some do (Play with Genetics). I'm guessing that randomly-spawning Townies use a method more similar to the former - they typically do not spawn with body hair - but Sims' children use a method more similar to the latter. Use "Play with Genetics" and you'll see it in action REALLY quickly; as stated above, it's more than half the time, and you can just keep clicking the button over and over.

I play on the xbox and all the female sims that get born or generated have chest hair. I do not own high school years. Its really annoying I constantly need to edit my sims.

Yeah, but it "needs saves". It actually doesn't - the problem is easily reproduceable (and quickly) and save files won't highlight what the problem is, only that a bunch of women will have body hair in long-running games where Sims have been having children.
I reiterate: this only seems to happen to female Sims created through "Play with genetics" or that are born during a game and then allowed to age up to teenagers (and even then, not all of them, but definitely above 50%), and even then, only if High School Years is not installed. It does not happen to randomly-generated Sims (except through "Play with genetics").

Just wanted to follow up that I have this bug, and observe the same behavior as you describe, except that I do have HSY installed.

I played a lot recently (without mods), and HeroicJay's theory seems to be on point. The "hairy chest and hairy back on female" problem NEVER happens on randomly-generated Sims. It ALWAYS happens on females that were born in the game and then grew up. And it happens a lot!
I don't have High School Years.
I can provide a save, but do you really need it?

I say go for it if they're not going to look at it without a save (all mine that have been running long enough are heavily modded) but be sure to link to my posts in this topic so they know what they actually need to be looking at.

Adjusted frequency of body hair on randomized Sims to be slightly less excessive.
Fixed in Patch 1.103.250/1.84
