I'm having the same issue too since the latest patch, I thought it was an issue related to some mods or cc so I took them away and restarted the game several times, I also tried to delete the cache files but nothing, I still cannot pause, unpause or speed up my game while I'm in the Cinematic Camera Mode. Q, E, Z and X keys work properly though.

Can confirm that when in First Person Camera mode, the time controls won't work in cinematic mode.

I have the same issue in my game. 0,1,2,3 aren't working in the Cinematic Camera mode (tab). The hotkeys are really needed for making animations and machinimas! I hope it'll be fixed soon
