Having this too, so glad to see it's not just my game and it's in the works to be fixed.

I've found that if you have Parenthood installed, you get the opposite effect.

Whenever I return to the lot from CAS or another lot, all stereos will lose the effect even though music is still being played through them, it's a minor nuisance and can be fixed by turning them off and back on.

The small radio in the city living expansion pack has just recently started to bug out. Whenever I turn off the radio, it still looks like it's blasting music with a pulse like visual. I don't know if it's just me or not

This isn't a CL issue, or one that is isolated to only CL stereos. It's begun with the most recent patch and already has a thread here:

Yes!! This is all fixed now in my game as well after update. Phew!

Could you try repairing your game ? Als make sure to remove any mods you have.
