I have this too.  I'm not sure if this has been suggested here yet, but the 'testingcheats true' cheat and 'reset object' removed the FX for me.  It's a quick temporary fix for when it occurs.

yes, you may not have extentions enabled, but the options.ini in document/thesims4.......it's the 5th file from the bottom on my computer

Same here!!! all my radios are turned off but the music notes are still playing around them, it's so annoying I had to delete them all and I haven't found a mod to hide them.

My game updated before I played today...and now every radio in every house always has notes and animations coming from it when they're off.

My game did the same thing on the US edition.  It even made the neighbor bang on my Sims' apartment door and complain about the noise after I had the sim turn off the radio.

I find this really annoying as my sims live in an apartment so the neighbors keep shouting at them to keep the noise down at eleven or something so my sims don't get a lot of rest. Hope this gets fixed soon

This bug will not occur if you have GP05: The Sims 4 Parenthood installed on your computer.

It's still a bug for all of you that don't have this pack so I will add it on the next round.
