I started a new save, and here are my findings:
I mined my library for test subjects. Playing on PS5.
First, I tried playing a sim from about two years ago. Born in-game, a spellcaster scientist with a boatload of traits and Notable Newcomer fame status. BROKEN.
Next, I tried a sim from four years ago that I created in CAS, never played, no reward traits, no skills, not occult, and she was NOT BROKEN.
It would appear some trait (or combination) could be the culprit. I keep seeing "my favorite sim," "my legacy sim," or "my super sim" in these reports - i.e. a sim born in-game with reward traits seems to be the common denominator, as vague as that may be. It's getting late, but if I have any further information to share tomorrow evening, I will.
This really sucks. Obviously will not be buying the new pack (which I was preparing for and looking forward to) until this is fixed.
Godspeed, devs.
ETA: I don't have the pulsating grocery cart.

Hello, I have the same problem, and also not using any mods or custom content. I just haven't tried playing in a new save game. Though I hope it can be fixed since i don't want to loose my older saves cause of this. There's just so much time spent on my older saves that I dont want to lose them. I hope there's a solution to this, and can be resolved asap.

When controlling certain sims, I can't interact with other sims.

When I control my sim she can’t interact with other sims. She also can’t interact with herself. She can interact with objects, but that’s it. My other sims in the household can interact with her, but the same can’t be said for her. When I press A the sound that I’m interacting with something/someone plays but the interact menu doesn’t appear. I even tried waiting a while but it just doesn’t appear. I don’t know if this latest update has something to do with it but she could interact with other sims before my game was updated. She’s also a vampire if that’s relevant. It’s particularly annoying since she has twin babies and I kinda need her to help take care of them. Attached is a screncap of me clicking on her daughter but the interact menu not appearing. I’m playing on Xbox one.

I Uninstalled everything. Reinstalled everything. Then I did a hard reset on my xbox series x. Still wasn't working. Unchecked "Trail animation". Then restored defaults. Cursor is working again.

Literally, I paused the game to update this. When I went back to the game, it's jacked up again. This is truly ridiculous at this point.

I am having the same issue as well. I have tried all the previous bug fixes to try and right my sim and nothing seems to be working with interactions. I know some were saying if you play a save from a month ago they had success but sadly all my success has been in the past two weeks on my current household so no dice. I play on PS5 not sure if anyone else does and its a console issue a an issue across all platforms? I hope this gets fixed bc i am having withdrawl already LoL

The thing is based on what I'm hearing is that it could be a trait that your Sim has. Even a hidden one that is causing this issue. I haven't updated my game yet so I haven't seen it for myself, but for those who have, you may want to start trying to delete traits and seeing what happens. It may the reason, it may not. But it can't hurt to try.
The first trait I would remove is gregarious and see what happens. Then if that doesn't I just going down the list. Having the UI editor or MCCC (especially for hidden traits) could be very helpful by speeding up the process in trying this out. Then report.
I can say is that even though I haven't updated my game to see for myself, I can say after reading all 17 pages so far that many are reporting that their Sims that have a lot of experience with likely very high skills and a lot of traits are being affected, but brand new Sims starting from scratch aren't. Again, I'd start with traits by removing them one-by-one and test for the dialogue tree after each removal on one of the broken Sims.
Just recap for those who haven't read all replies and are reading mine, it isn't fame because not all reporting have Get Famous. It isn't Seasons since I've seen someone report they don't have the pack either. I've also read through the comments of complaints about this bug on Reddit too.
In the meantime, I'm going to be playing offline for a time while we wait for this issue to be fixed or someone figures out what is causing the bug.

I'm having the same issue. Three in my household are affected...all adults, children are not. They are not famous, not occult. One was at work in detective career when it started. I've repaired, deleted local thumb cache, mods, and crash files and nothing is working. So frustrating. I've been playing this family for three years.
