I have the same problem, but just for one Sim. The Sim I play most with. All the other Sims in her household are fine.

Steps: How can we find the bug ourselves? Have sim click on an object or another sim and see that the menu option will not populate.
What happens when the bug occurs? Whenever I click on my toddler or spouse, the interact with sim menu will not display. whenever I try to click on objects, the menu will not display. I have no mods.
What do you expect to see? I click on my toddler, and nothing happens. I click on my wife and nothing happens. I click on the stove and nothing happens.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
Ever since the new update (2/27/2024), whenever I click on an object or another sim, the menu will not display to start or complete an action.

@AtemisLazuli I was intrigued by your idea so I decided to do a little testing, since I have 3 broken sims in my game.
There are three traits they all share that the other members of the household do not have: Gym Rat, Always Welcome, and Savant, however I didn’t see any of those on your list.
Unless I missed them I don’t think that’s the cause, but it was a solid theory.

Same issue, except in my case I have a household with 4 sims and 3 of them I can click on when they're the active sim, but 1 of them I can't. If I have another sim active and click on the problem sim, they can interact with her, but if I have the problem sim active and click on her or another sim, nothing happens. She can interact with objects, though. I'm on PC and I've tried disabling all mods, clearing cache, and repairing game.
Edited to add that this started after I got the most recent patch earlier this evening. It was working fine yesterday.

Hi I have found a solution to the problem. The problem occurs when the Sim's singing skill has a value greater than 5. To solve it, you need to reduce the skill value to less than 5.
Here are some steps you can follow:
Example:
If you want your Sim's singing skill to be 3, type the following command: stats.set_skill_level Major_Singing 3
Note:
This command only works if you have the The Sims 4: City Living expansion pack installed.

Update: It seems this only applies to my adults in the game. My kids can click and interact with their parents and each other. But the adults can't interact with another adult or their children. I tried taking out the cc hair with no results.

@Mexssimthank you for this!! Actually just posted in a different thread about this issue. I have a household with 4 sims. 3 are fine but 1 is broken. I took a look and the broken sim did indeed have a singing level of 5. As soon as I set the singing skill level to 4, all the options appeared again when I clicked on her or another sim.
Not sure if this is in any way related but since I saw it mentioned as a possible reason, the broken sim would also have been affected by the holiday fix in the most recent patch. Before the patch, she was not able to celebrate any holidays, but the other 3 sims in the household were.

Tried out the fix @Mexssim gave and can confirm that fixed the problem.
I did a bit of further experimenting and the problem appears whenever the singing skill is at rank 5 or higher. If you cheat it down the problem disappears right away but if you raise it back either through cheats or gameplay then the problem comes back and if a sim that was previously functioning achieves rank 5 singing (through cheats or gameplay) they will immediately break.
Good to have an answer and a workaround, but still super frustrating. I’m going to mark down my sims’ skill levels so I can reset them once the bug is fixed.
