[FIXED] Sims not passing out when exhausted with zero time left

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Occasionally (10% - 49%)
What is your current game version number? 1.54.120.1020
What expansions, game packs, and stuff packs do you have installed? all of them
Steps: How can we find the bug ourselves? exhaust your sim
What happens when the bug occurs? exhausted sim does not pass out even at zero time left
What do you expect to see? they should pass out when exhausted after time runs out
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

@comicsforever Since they fixed the other issue with drowning, are you still seeing this ?

@comicsforever I tested this and on the third circle my Sim passed out.

I'm guessing it's related to the not drown issue.
