From my observation and testing, it happens more apparent in CAS, and this happens regardless your sims have changed teeth or not.
In live mode, this seems to occur on talking animations, whereas some semi-talking animations (like laughters or shushing others in MH pack, or grinning when having the corresponding emotion) function normally.
Basically they make sounds with moths shut.

Here is a video of this issue.
I play game with no mods/cc.
It seems that the motion of lips doesn't match sims' voice any more.
I didn't play with karaoke often before so I don't know if it's an old issue.
And in the last part of this video I let the sim sing a folk song, but her lips didn't move at all.

I'm having an issue where my sims mouths don't move and they don't sync when they speak!
Is anyone else having this problem?
I don't have any CC and I tried repairing my game and uninstalling as well!
I have tried deleting the sims 4 folder in my documents.
Is it the new patch?
I don't know because i just downloaded this on my new pc.

There's really problem with mouth synchronization! Sims don't open their mouth's to speak in most of talking animations! It's really frustating for me as a storyteller! They need to fix this!!!

I've got this too. I noticed it mainly on the potty. I wasn't sure if my toddler was making potty noises or actually succeeding at first (figured that out eventually, of course, when he succeeded). Would like to watch him make the cute noises

Same problem here. My sim was talking to a guy sim and his lips didn't move until right before he stopped talking. They only moved for a second at that time. Hope they fix this as it's very distracting and kills realism.
