Yes! That's what I have recently experienced with my game play. I used to enjoy having my sims swim to gain physical fitness points but this just makes the pool pretty useless other than having them just jump in with the various styles of jumps. I hope they fix this bug as it makes the pool pretty pointless (pun intended)

Bump. Still happening for me.

I guess I found a workaround to sims not swimming laps in pools.
FIrst I went back to the pool where my sim successfully swam laps the other day. It was actually the fountain at the Perfect Balance Spa that I turned into a pool. The measurements are only 7 by 3:
So I thought I would try a big pool. I went to Bathe De Rill in Windenburg. No laps. As described above, my sim attempted laps, but dropped the action immediately. No picture of that, we all know what that looks like.
So I thought I would try building a 7 by 3 pool at home as final proof that small pools work. But the same thing happened, my sim dropped the action! I remembered though that the pool at the Spa was built into the foundation, so I made a foundation and placed a pool on it. Like so:
That did not work either, my sim could step onto the foundation, but was waving as she could not get into the pool. THEN I remembered that the pool at the Spa also had a square of flooring next to the pool and I built this:
And finally my sim was able to swim laps again, without dropping the action! She kept swimming laps until she was exhausted again.
Surprisingly it did not work when the piece of flooring was at the long edge of the pool, only when it was on the short tile edge. It seems sims now need their pools to be just so.
I guess all of this will not be necessary if the issue is patched soon.

It has being happening to me as well. If this is a bug I hope they fix it soon. It doesn't work on any type of lot from residential to gym to spa, not even generic nor public pool.

I am experiencing this currently as well. This has been reported months ago and yet there seems to be no response or fix.

This didn't work for me. I messed around with downloading pools from the gallery though and a few of them worked for me, strangely, it seemed like it had to do with the shape. I then tried messing with that and found that if I used the octagon pool shape and dragged it out to roughly a square shape my sim swim fine but if I dragged it out to a rectangular shape the bug was there.

I've been having this issue, too. Sims used to swim laps all the time and now they just swim one arm length and stop! HELP!

'Swim Laps' doesn't seem to be working, the Sim splashes around then the action cancels out.
When I clicked down the pool and selected 'Swim Here' the Sim got out walked to a spot near where I clicked, jumped in, splashed about a bit then stopped moving.
I tried a couple of the household Sims, none of them swim any more
I saw this walk around the pool instead of swim behavior as well. The sim would not do any laps at all, no matter what. Fresh save.
Vanilla game, no mods and I have the same issue.

This is an issue they need to fix now, ongoing reports since January?

I have noticed recently that Sims will swim autonomously without problems, but that only makes the issue worse. Because it breaks as soon as you tell them to swim laps.
