I have 6 files called lastexception.txt, all but one having a random number on the end. None of them are from a similar date I first experienced it.
I'm not sure, but I believe restarting the game may have helped.
Not sure yet.
I have custom clothing.
2 of my sims were doing something else, one was on the chess table and another was sat on a barstool. the other was standing around doing nothing.
All the sims were affected.
I created a new save today and I quickly went to check to see if she could cook and she can.
Nope! May have just been a one off for me. I'll come back if it happens again.
Level 10 Cook in the Mixologist track
Even when they went to a different lot to have a wedding, I still couldn't bake anything. The NPC cook was having a blast though. By the end of the party there were food platters everywhere mileylol:
None of my family will cook! I've tried each family member mutiple times, I've changed the fridge and oven and tried a premade sim and still nothing. I'm on the fourth generation of my family and I don't want to lose them. Help?

I had that issue and nothing worked -- Repair Game, deleting the localthumbcache, evicting the family and moving them back in.
As a last resort I sold off a bunch of MySims figurines my Sim had in her inventory -- I was trying to save them till we get basements so I could set up a display -- and for some reason that seemed to work, so I wonder if too full inventories might have some sort of effect. (We really need more storage solutions especially for small houses without a lot of display space!)
Even after Repair Game I get the Fridge issue. My Sim Olie Sirat by EuphorialQueen I have been playing this Sim as part of a challenge for about 16 Sim weeks. He is (and has been) the only Sim living on the lot.
Sim was greeting a visitor just before I clicked on the Hunger bar so he would get or fix food.
The action never completed so I clicked on the fridge 2 other times and the cooking action did not complete.
I saved/quit/ Repaired game ... again.
Went back to save and issue was corrected.
Patched Game Version 1.5.139.1020 I do not and have never used Mods in Sims 4 at all. Every time before I even start the game I use Repair on the Base plus GPs and add-ons (Holiday pack).
The linked Zip files are the Saved games (same save at different save points) and the Exception files for this last occurrence.

Restarting the game works here and there but the problem always comes back and its really annoying.

Most of the time the sim wasn't doing anything before i gave the command. Sometimes they were cleaning out the fridge before hand or they were cleaning up the dishes, painting, exercising. Doesn't matter what i do before hand its always something different

All careers have had the bug it hasn't been a specific one. The first one was a lvl 4 in the painting career.

Sims start cooking, than dont finish the meal. telling them to continue will result in them saying like they cant go there. but they can go there to remove the unfinished meal.
Workarounds
Restart the game did not help
Right click on the game in Origin and choose repair game did not help
Make sure there's nothing above the fridge/stove that could cause a routing failure. checked

Do you have any files called lastexception.txt (in the folder: documents\electronicarts\thesims4\) with a date that close to the first occurrence of the bug ? (if so, please upload the file to some file sharing site and include the link in your post). this file is from when made the save, and the next day this problem occured http://1drv.ms/1BTbAvZ

Does the issue reoccur after a while ? always
Are you using custom content or mods in your game ? xmax content
At what point did you give the command when you first encountered the issue (ex.: Sims was sleeping and cooking was queued, Sim was doing nothing and just sent to cook) ? not sure but i think cooking was in the queue
Are all the Sims in your household affected or only certain ones ? all of my 2 sims
What happen if you switch active households ? Do they have the bug as well ? just have one household
If you then switch back, do the existing Sims still have the issue ?
What career does the Sim have that first made the bug occur ? painting /writing
Anything else you think important ? also rebuying oven/fridge wont work
Can you switch active households (just use one of the premades) for testing purposes to see if they have the same issue
