Had the same problem in an apartment. Sold my mailbox in build mode, and made a new one. I can now license songs, and now "get mail" is an option that's never been there before. (version 1.33.38.1020)

Also: WTF Maxis?? Not only can I only license one song per instrument, and can't even start writing till level 8, but I ALSO can't license the songs I wrote till level 9???

This is so stupid.
