On the backlog test list.
did some testing on your save and bought a new umbrella rack and gave them umbrellas. They put them away as expected.

I've had this issue randomly happen on my residential lot, it similar to the issue when a fork or plate gets stuck to a Sims hand. It should eventually fix itself.
Changing to open.
