[FIXED] Re-filling a trash doesn't fill it completely

Issue

When a Sim empties the trash from a bin, then drops it, then you live drag it into the same bin, it doesn't fill it. It acts as if a single plate or other type of trash was dropped into it.

Steps you took for Issue to occur

Fill trash bin, have sim empty it, drag back into same trash bin.

No Mods/CC/

Expansion Packs/Game Packs/Stuff Packs

OR, GTW, LSP, PPSP, SD

Occurring since

Original Release

Operating system

Has happened on Windows 10, 8, 8.1 & 7
Presumably on all other releases aswell.

I tested this with a couple of different bins, seems to be fixed.
