Steps: How can we find the bug ourselves? 1. Have a Spellcaster Sim 2. Obtain a spell tome (either for spells or potions) 3. Left-click on the tome (can be done in the world or in Sim's inventory) 4. There will be no option to study the tome Additionally: 5. Move tome into a bookshelf 6. Left-click on the bookshelf, select "Study Magical Tome..." 7. None of the tomes in the list will be selectable, all will be greyed out.
What happens when the bug occurs? Spell tomes cannot be studied to learn new spells.
What do you expect to see? When selecting a tome individually, there should be a Study Tome option, and tomes should also be selectable for study from the bookshelf menu. If I recall, the option should be present regardless of whether the spellcaster is of a sufficient level to learn the spell, presenting a popup message mid-reading if the spell is too complex for their current level.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Issue only appeared after the July 23rd, 2014 patch.

Attached 3 screenshots, one showing no study option to study a tome in the inventory, one showing the greyed-out option in the "Study Magical Tomes..." bookshelf menu, and one showing that the Sim in question does not know the spell in question (Chillio).

I updated my game for the latest patch. 

I deleted my onlinethumbnailcache file and loaded the game. I created a new household, a spellcaster, and moved them into a lot in Glimmerbrook. The sim traveled to the magic realm, went to caster's alley and purchased a magic tome (plentiful needs). I clicked on the tome, but the study tome interaction was not available. 

The spellcaster sim was able to learn spells via the other methods: experiment on cauldron, practice magic, ask sage, etc. However, the sim is unable to simply buy a tome and read it to learn the spell.

Same here. No mods/CC, repaired game. Spellcasters cannot read tomes at all. Please fix!

The option to read a tome for spellcaster doesn't show when I try to read them from my inventory or bookshelves. Is it a level issue? Or is a bug? (PS4)

What expansions, game packs, and stuff packs do you have installed? Everything except Journey to Batuu, Cool Kitchen, Backyard Stuff, Perfect Patio, Toddler Stuff, Kids Room Stuff, and no kits.
Steps: How can we find the bug ourselves? Create or choose a spellcaster. Try and get them to read a magical tome book. Nothing will happen.
What happens when the bug occurs? My spellcasters cannot read any Magical Tome books. I've tried playing with no mods or CC, as well as repairing the game, and playing with new saves, existing saves, and old saves. Nothing works. The problem is identical no matter what I do.
What do you expect to see? I expect my spellcasters to be able to read their spellbook and learn spells.

My spellcasters cannot read Magical Tome spell books. They cannot read the books from any bookshelf, from their own inventory, or from just having the book sitting in the environment in front of them.
