[FIXED] Publish Liberty Digest queues twice (failing the second time) [ Edited ]

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? all
Steps: How can we find the bug ourselves? 0. You need a sim who have Level 10 in writing skill. 1. Write a book. 2. Click a mailbox and "submit to Liberty digest".
What happens when the bug occurs? 2 Actions will appear to sim's timeline(bottom-left UI). The sim will do 1st action(post a book into the mailbox). Then, the sim will raise a hand with (?) icon, saying "What are u talking about!?".
What do you expect to see? Just show 1 action. The second action should not exist.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I've searched a forum but can't find it, so I wrote this. Just surprised nobody reported this issue.

Or, if this is already mentioned by someone, sorry for duplicate.
