I believe it is done on purpose even though they will not admit it. Sims 4 is known as a queer game. I don’t like that label. However, it is a game promoting LGBTQ+ lifestyles. The idea is that it's OK for a male Sim to wear makeup, skirts and other clothes normally associated with women. I have no objection with that, and I do believe we should have the choice. So, I tip my hat to such initiative. The only problem I have is that The Sims games series, always gave players the control on what they want their Sims to look like. This game is a simulation that allows us to build our own reality, a realistic one maybe, but also a different one.
I see young men wearing make up on the street and they are not necessarily gay, and what if they were? Live and let live!
I think, however, that the game should make it easy for players to customize those things.

@simsplayer818 Maybe...maybe not. My game doesn't have this bug, but I have one where about one out of every five men spawns wearing woman's clothing, accessories, makeup, etc. I have to delete them by hand using MCCC constantly. So yeah...without dissecting the code you can't make that assessment just like I can say it's intentional.
