This same issue happens to me, I have a Sim on the Gallery with this issue, uploaded before I realized her face was full of crazy blue makeup.
@MandieSue76 on the Gallery; Philips family; snip included. I play strictly vanilla - no cc, no mods.
This issue still hasn't been fixed, and her makeup is still awful, even though I spent HOURS creating all the makeup for all her outfits.
I hope this helps identify the issue and get it on EA's radar to fix! :D

Makeup Opacity Reverting to Default

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.86.166.1030
What expansions, game packs, and stuff packs do you have installed? All except Bust the Dust and Modern Menswear kits
Steps: How can we find the bug ourselves? Make a sim in CAS with customised makeup and then go to live mode
What happens when the bug occurs? The makeup reverts to original swatch (darker than what it is supposed to be)
What do you expect to see? The makeup that I made in CAS (muted light colours)
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

I customise swatches in CAS mode using opacity sliders to make them more muted however when I go back to Live mode it reverts back to original swatch (uncustomised). I have repaired and updated my game multiple times and no fix. I have no mods in
