Do you have any mods or CC (custom content)? Try taking that out.

Yes, of course I tried that first. In fact, the game automatically disables all mods upon updating and I make sure I don't turn them back on until I tested it at least once.

Could you try renaming your The Sims 4 folder, and starting your game after to see if that changes anything?
You can just change the name back afterwards and delete the folder that the game created.

I've got this too, Crin. It's an annoying glitch but after I shut down the game and restart, it's fine and doesn't come back for a while. It happens with mods and vanilla-based but not too often.
