Here is the save file. The family that has this issue is Eerikäinen in Strangerville. Clothes will be on a clothesline, still wet :/
Hope this issue will be fixed if it is a bug!

Clothes moved to the clothing line to dry were not getting dry. We’ve reduced the moisture in the air and it should work now.
Fixed in Patch 1.60.54
