I am also experiencing this problem. I accidentally moved my Sim out of her house when I meant to move only her sister, so the house became unoccupied, but Daisy kept all her furniture, plants etc.
But when I moved her back in, none of her collectibles belong to her. Which wouldn't bother me that much, except it prevents me from putting her element collection back into the element display rack.

I posted about this a while ago and just wanted to comment that if I pack the items that tend to get affected by this issue into my household inventory, such as anything that holds something (fridge, bookcase, toy box, storage chest, and from reading through here, the elements rack) as well as computers (it could affect more, I just have tested these items, except the elements rack) then they will work when I place them out at my sims' new home. In other words, don't bring those items with the 'keep furniture option' when moving, pack them yourself into their household inventory using build/buy mode.
If you want to keep the contents that are usually stored in those items, than I find you have to place them in your personal inventory and then place the contents back into their respective storage items (ie food, books, toys, etc). If I don't pack them into my sim's personal inventory I find they disappear and don't go with my sims to their new home. I also find that if you have any 'in progress' paintings you also need to bring them in your sim's personal inventory otherwise you will not be able to complete them at your destination.
So as a work around for this issue, I pack anything that fits into the above categories either into their personal (if it goes there) or household inventory when my sims move and then use the 'keep furniture' option for other items that don't get affected by this issue.

Yeah, this is because container contents are tied to the lot, not the container. So if, for example, you forget to bring your food with you when you move, but later move another household into that lot, that food will be in the fridge. Even if the new household buys it unfurnished, the moment they buy a fridge the food will be there.
