I had the same issue on a new mermaid sim.  I got around it by traveling to Brindleton Bay and those fishing areas counted toward the aspiration.

Having the exact same issues, fishing in different spots in Sulani aren't counting to the "Fish in different locations" aspiration and the whim "Fish for an hour" isn't working either. Not necessarily game breaking but it is a bit annoying.

Fishing in Sulani now counts towards the “Fish in 3 Spots” Goal.

 

Fixed in Patch 1.55.105
