I have the same problem too. That is why I cannot use them at the moment.
I have tried to place the glass and slated wall trim from Dining out on half walls. The slates and glass are not displaying.
Why is this happening and how can I get it to work again?
It's a known bug.

Platform:PC
Which language are you playing the game in? Deutsch
How often does the bug occur? Every time (100%)
What is your current game version number? 1.58.69.1010
What expansions, game packs, and stuff packs do you have installed? All.
Steps: How can we find the bug ourselves? Building any sort of halfwall then trying to choose different toppings.
What happens when the bug occurs? Instead of changing to the selected topping of a half wall it just doesn't change at all and the default one stays in place when clicking on it with a different topping selected.
What do you expect to see? That the topping changes into the selected one when clicking on it.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
A lot of people on my group seem to have this problem. Creating a new Sims 4 folder doesn't help. Repairing either so it must be a general bug.

Half Walls toppers can now be applied to half walls on all levels of your lot.
○ Topper… it’s a technical term that means the piece that goes on top of a half wall.
■ Ok, the issue summary said topper, I couldn’t remember what it was called, so I left it as topper.
● Of course I have the game up and running. Yes I could go look…
