same as @Joria said, it's too frustrating hiring employees and it's a lot quicker and easier to play if you use family members instead.
As an example I have a bakery and employ two Sims, one has a work ethic level of 3 so I set him to restock and he does albeit fairly slowly when there's no-one to chat with.
The other employee has a work ethic level of 4 so I set him to ring up customers, but he just doesn't. I have had my Simself berate him constantly until finally sacking him and doing the job himself.
It used to be that the employees would wait until the blue shopping cart turns red before acting, but now it just doesn't work.
I think it only happens with food sales though, because as far as I can remember the clothes shop runs fine.

Issue description
When ringing up a customer, my sim waits very long (5+ sec) before actually performing the interaction. After selecting the ring up customer action, my sim walks towards the customer like usual, but upon arriving he will stand there and do nothing (the interaction isn't put in the active slot until 5+ seconds have passed). Sometimes my sim walks away from the customer again to sit on a chair (while the ring up customer interaction is still in the queue). Occasionally my sim will just forget the interaction.
Reproduction steps
Bug occurs often (~50%) when choosing the "Ring up Customer" interaction. Issue tested only on the Tranquil Crescent lot in Newcrest.

Thanks for all the details.
Could you try a different store (same Sim) in Magnolia Promande for testing purposes ?
Maybe also the same store on a different lot ?
Good Luck

Hi Crin,
I copied the lot to my library, placed a copy on a different lot: http://i.imgur.com/e17OTnK.png
While playing on this new lot, I did see it happen occasionally (perhaps a bit less often, but still happening). There were no new lastException files generated.
I'll let you know once I tested out a store on Magnolia Promenade.

Just to be sure, this is your active Sim you're talking about and not the employees ?
Also you actively give them the order to ring the customers up ?
Good Luck

Yes, it's happening when I give my active sim the order to ring up a customer.
I think the biggest cause here is that my sim is waiting for the customer's animation to go back to idle. Only then he starts the ring up interaction.

Is this something new for you or has it always been there ?
Good Luck

Well, I started playing this game again quite recently, and it's the first time I have a retail store.
So it's always been happening to me, but I haven't played the game for very long (only about 20 days).

I am experiencing this too and it is making the retail system hard to play because my Sims keep losing sales. I think this is also affecting employees. Employees have no issue restocking and talking to customers but they do have a problem ringing up the customers.
June 2016
It's now 2016 and the ringing customers bug stll not resolve.
