Has there been any progress in fixing this issue? I've had this for over a year now and I can't find any update. This only affects the chinstrap beard and mods don't seem to be causing this for me.

Unfortunately we don't hear about progress. It will be in the patch notes (hopefully) when it's fixed but till then, there's no info.

This is still an issue. It's more visible in Sims with a bigger weight.

I've noticed this for about as long as I've been playing Sims 4. Count me as a "me too!"

Answer HQ is where bug reports go to get buried so visitors to the Sims forum don't see how broken the game experience is or how long issues have been left to fester.

This issue is still present since 2017, I don't know what priorities they have. But, It's really annoying that the developers haven't even fix this yet, but they would try to fix the blotchy "new" skintones.
