[NEEDS SAVES] [FR] Justly evicting and still being fined

Which language are you playing the game in? English
How often does the bug occur? Noticed it once
What is your current game version number? 1.107.151.1020
What expansions, game packs, and stuff packs do you have installed? All expansion and game packs. 
Steps: How can we find the bug ourselves? Tenant breaks lease.
What happens when the bug occurs? The tenant broke their lease stating their living conditions were terrible even thought it's a 5 star property, and paid me for it and the next day I get a fine for unjustly evicting them.
What do you expect to see? I expect to not be fined for a sim deciding to break their lease.
Have you installed any customization with the game, e.g. Custom Content or Mods? No.
Did this issue appear after a specific patch or change you made to your system? Not that I know of, I've never had a Sim break a lease.

"3. Property owner is penalized for "Unjustly evict" Tenant sims. - We tried but could not reproduce this on our end yet."

I think this situation may be badly worded as that looks like something that should happen and does happen.

I can reproduce this issue. I justly evicted a tenant during the grace period, in which the game tells you there will be no penalties for eviction. The unit's rating went down, and a few days later I received a notice that I would need to pay a fine for unlawful eviction practices. Where should I send my saves?

`testSet_EvictionSystem_Unjustified_Target` is not set up correctly. With the way it's setup up, it determines that in eviction is unjustified if rent is not overdue OR the rules haven't been broken OR the business is not in the grace period - meaning despite the game telling you eviction is justified if one of these conditions isn't met, this test says that you must be breaking the rules, overdue, and in the grace period all at once for the eviction to be justified.

Had a tenant who left on his own and was fined for it because he broke the lease. 

A few days later I got a message that I am being sued for unjustified eviction. Umm, I didn’t evict anyone.

Same. I never evict anyone but tenants will break the lease and I get finned. Every. Single. Time. 
Now if they wanted to fine/sue me for being a slum lord and having poor maintenance that would make sense, but it always says 'unjustified eviction'.
