@heyteah Children afterschool activities are either scouts (seasons) or drama class (get famous). You don't seem to have either pack, that's why it's empty.
I agree that the box shouldn't be available if you don't have either pack though so I merged your post with the thread on that issue.

The option “Join After School Activity” will no longer be available if Simmers don’t have
Seasons or Get Famous packs installed.
Fixed in Patch 1.77.131/1.44
