How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Make sure 'fill empty lots' is checked; wait sim week; boom
What happens when the bug occurs? Sims won't move in empty houses
What do you expect to see? Full worlds or at least some houses filled
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Sims have regained the ability to gradually fill empty homes!
- That is…if the option for it is enabled.
- If you want Sims to fill empty homes, go to Game Options -> Gameplay -> and check the "Fill Empty Homes" option.
Fixed in Patch 1.55.105

I am having this issue too. No mods or CC; PC game, downloaded. My neighborhoods have sims in them, but none of the houses have residents.

Same here. Lots of empty homes with nobody in them...
You still have my save if you want to check it out, lol.

I have this issue too.
Never used any CC or Mods. Complete Vanilla.
It's been like this Across multiple systems. (I've installed the game on my other computers, where the issue still persists.
Recreate it by making a new save, have the Empty homes checked to be filled and wait for all Simmers to die of age, then watch how no new simmers move into the Empty houses.
I've tried validating files and new installs.
I could see that there's post from 2014 stating this issue.
I'm wondering if it's even something they're gonna look at?

Hi everyone!
So, as per design, population only occur once a week, populating only one lot at a time and only for current neighbourhood you are playing in.
Is someone seeing a different behaviour?

Does this mean that it's not populating the "Map" your playing in but only the few (2-3) houses around your current household?
Because my entire map was empty except I had my family living in one house.

I've had to fill all my houses manually since I first installed the game.
