[FIXED] Dishwasher no plates to wash [ Edited ]

Asked Sim to load the dishwasher, he ignored, but now when trying to let him load the dishwasher it says 'No plates to wash'. 
I'm probably not imaging the plate on the counter. 
Also Sims seem to rather wash the plates in the sink then use the dishwasher. 
Still no CC.

Can you try moving the plate to somewhere else to see if it's a problem of the plate placement ?

No it seems dishwasher related. When I tell them to load the dishwasher, they get all the plates, I cancel, they put down the plates. 
Then I click the dishwasher again and can't select load the dishwasher anymore. Then I tell them to clean the plates, they put them in the dishwasher or wash them by hand. 
When the dishwasher is done, I can't select load the dishwasher, even do there are still dirty plates around.

I also have the problem that the Sim didn't put all plates on the dishwasher, even if I click right on the dishwasher and use the full dishwasher interaction.

Issue

Periodically my dishwasher will bug out and when I click it to tell a sim to load dishwasher, it'll say "no dishes to clean" even though there are several dirty plates around.

Steps you took for Issue to occur

 Click on dishwasher, option grayed out.

Yes, Mods and CC. Don't have a list. MC Commander Mod is one, No auto drink and no auto mourn. I can't think of all the rest.

I'm not sure, I quit playing for about 2+ months, and when I started back about a week ago, it's been doing it off and on.

Operating system

I've cleaned cache, I've taken mods and CC out and ran the vanilla game, but it will still happen off and on.

Please remove all mods. I can't take bug reports that happen on modded games.

I have taken out the mods and CC, and cleaned the cached and the issue continued. That's why I posted that at the bottom of the original post.
