I’m having this issue sort of. I can plant new plants and then my sim can water them, and the option to water certain plants or water all is still selectable but when I have my sim water the plants only certain plants are getting watered and a lot of the other plants look like they are drying out. It only started doing this in my game when Summer was coming closer to an end, it’s currently Fall in my game currently and it has been raining but even with the rain it doesn’t look like the plants got watered. I brought two sprinklers for my sims and placed them on the plants that look like they are drying out but they still don’t look like they are progressing in their growth and might be dying.

I have this same issue. I plant a crop and I can water it once. When the plant looks like it needs water, it says it does not and will not let me water the plant. I uninstalled mods, repaired the game, and cleared files but nothing works. I finally got the Cottage Living Pack and I am really disappointed. I just want my sims to be able to farm.

Identical problem here, I've had gardener sims in pretty much every generation of my family, and it's always worked perfectly, but when I moved my newest generation to a lot in Brindleton Bay, suddenly I can't water the plants, they clearly need to be watered, I'm no idiot, but the option is always greyed out. I've removed all my CC, but no luck. It's just frustrating to have spent $200 on this game and expansions, only for simple stuff not to work.
Update: Checked another town besides Brindleton (Tried Sulani) Still doesn't work, I can try removing my CC again, but this is really dumb. I've been gardening for so long on this save, and now out of nowhere it's just bugged.
Update: Yeah, no, still bugged.

Not a perfect solution, I'll admit. But it works and it's free. I installed this sprinkler mod which manages to keep my plants watered. I'm not noticing any improvement to their quality, but at least they're not dying. Plus, again, completely free, no seasons DLC necessary.
I've been playing with it for a few days no and there's no bug or glitches, so I trust this mod to fix this issue.

This has been posted on multiple times through the past year or two, and this bug still isn't fixed and it is infuriating.
Playing on PC, no CC, and I can't water my plants. I can water them once after planting them. After that, if I need to water them again, I have to use the console to enable cheats to water them, or make them eligible to water by making their moisture Moist, it will reset the plant so I can actually water it. But I have to do this. Individually. For every plant. Every single time I get out of build mode, or when the game gets a stick in it and decides to screw me. Which is practically every 15 minutes. The rain from Seasons does nothing. Unless I've reset the plant as stated above. The sprinklers do nothing. The fabricated garden does nothing. Leaving the lot and coming back does nothing. I have fixed the game via origin, the bug persists. I have uninstalled and reinstalled everything. The bug got WORSE to where I could only water it by shift-clicking and cheating it in. Setting it to Moist won't even act as a debug anymore. Uninstalled Seasons, made a new game, the bug is still there.
This has been a problem for far too long, there are too many posts on this, with no real fix in sight, just work arounds that are never 100%. Please, for the love of god, fix this already. I love gardening in the sims and this is making it impossible to do unless I want to just sit there for my whole game session and cheat just to make sure my plants stay alive. It heavily disrupts the flow of gameplay, and is just, in general, massively infuriating.

This has recently started happening for me too. I've tried all the workarounds and none of them are working for me. I haven't tried a new save game because I really can't be bothered. PLEASE tell me EA are at least working on this? It is infuriating!

Just ran into this myself a couple days ago. It wasn't just watering though, I couldn't spray for bugs or remove the weeds. My sim with the Tend Garden ability would just stand there endlessly while trying to remove the weeds or while spraying for bugs. I went into Manage Worlds then right back into the household and suddenly the plants were fine. I'm not sure if it's related or not, but there are far too many times where my plants don't seem to properly show that they need tending. For example they could look perfectly fine one moment, but then if I do anything to reload the lot (whether any time actually passes or not) I could go back and suddenly the plants need tending to.
As others have said, this is far from being a new problem and is one I've experienced too often in the past. It just seems like no matter what version of the game it is, gardening is almost always broken in some way. Even when they fix things it just seems like they put a piece of duct tape on it and hope it will stay, just for it to come undone in other updates. Makes me think of part of a rap song from one of my favorite groups: "It's like I'm taking 5 steps forward, and 10 steps back. Trying to get ahead of the game, but I can't seem to get it on track."

In the current version of the game, out of season plants can't be cared for, and when they come back in season they sometimes are dead because of the lack of care while they were out of season.
October
- Plants that have enough water will stop dying
Fixed in Patch 1.110.265/2.01
