For me the walls have always come up if a room is empty, but either way at the very least the back walls have always stayed up (which you can see in my 3rd screenshot in the room to the left they are all down for some reason?).

A better way of describing it is that, when facing a sim, in the past the walls in front of a sim cut away (went down) but any walls behind a sim stayed up^.
I have also found another report with this same issue (https://answers.ea.com/t5/Bug-Reports/CL-Cutaway-view-in-apartements-shows-neighboring-apartement/td...).

Just to update, this problem was not fixed with the September 13 patch. I know it wasn't in the patch notes, but I was hoping for a stealth fix ;-D All apartments in San Myshuno and Evergreen Harbor appear to be affected. I can see thru my Sim's interior walls all the way past her neighbor's apartment and to the building across the street. It did not look like this prior to the High School Years patch. I am testing on a no-mod/cc save.
This pic is from earlier today, after I installed the Sept. 13 game patch:

Same. Makes apartment play less fun.

Really hoping this gets fixed... Makes playing in apartments annoying.

What you're seeing is something that happened after the HSY prepatch. Evidently, the devs changed how walls work in apartments. There is a bug report on it here.

Please me too that post and add any comments you have.
Hope this helps.

The apartment walls are still broken after the October 11, 2022 patch. This pic is from today.
Is there any way we can find out if EA is ever planning on fixing this?

Sad face... I wonder if it's bugged for more people, and they just don't care? Or is there some way to fix it I'm unaware of... cause it makes visiting/playing in San Myshuno annoying. Not fun at all... makes me just not wanna bother.
