This is coming secondhand, an issue with Renaissance Sim that was reported to me.
If a teen gets an 'A' in high school, they get to start at level 3 in a career. If they're pursuing Renaissance Sim and choose Business or Athletic, they are promoted but it doesn't complete the aspiration's goal. This seems like an oversight since the two were added post-launch. The other careers work fine and the Sim will be instantly placed appropriately and complete the aspiration requirement. Get to Work careers start at only level 2, but this may be intended.
