We were seeing this before the most recent patch, but not anymore. This may have been fixed? If anyone's still seeing it on version 1.20.60 I would love to get your save files. 
I just sent my Sim to a restaurant (not mine) and got the window.
Need to try without mods though so I might not be relevant.
