Event goal doesn't register when more than 3 people chatting

The event goal didn't register for getting three people to chat when more than three people were already chatting at the time the goal appeared on the list.

Workaround: Cancel some social interactions so that only 3 people are chatting at the same time.

Edited to add: I've only run into this at Dinner Party events so far.
